The core project of CLEAN Cowra is the exploration of a biomass-to-energy plant for the NW Cowra Industrial Precinct, through converting available feedstock into high value commodities including biogas, and electrical and thermal energy. 

Multiple related projects encompassing research exercises and trials have been identified outside the core project and investigations are currently being made into how to resource and manage these supplementary projects. 

The application proponent of CLEAN Cowra has been developing the project for the past four years.

The organisation has been able to attract broad government and local community support in a voluntary capacity for the project development.

Memoranda of Agreements have been sought from key biomass suppliers, including a Supply and Offtake Agreement with Cowra Council. Whilst these agreements have been established with CLEAN Cowra, the organisation is currently in the process of transitioning to a corporate entity, described in the Business plan and referred to as the ‘SPV’ for the project development.

At this stage of the project development, CLEAN Cowra has been able to establish reasonable project viability within a range of productivity outputs. A number of tasks have been undertaken to establish the base information relevant to the described project as part of a pre-feasibility study. 

It is acknowledged that the viability of the project will be reassessed once more detailed analysis of feedstock makeup and subsequent energy, or biogas potential has been completed and quantified. It is intended that on the findings of the feasibility report will provide clarity around the investment potential of the project.
